A social service for all
Feasibility in Germany and Europe

The Hertie Foundation has been working on the introduction of a social service since 2021. It is contributing to a more objective debate with two scientific studies. The aim is to steer the focus of previous political initiatives towards specific implementation options, to address outstanding issues and to highlight similarities between the various models.

The 2023 study "A Civil Service for All - Feasibility in Germany and Europe" investigates how a civil service can strengthen social cohesion in Germany and Europe. The Hertie Foundation's study does not focus on the political implementation of a civil service (voluntary or mandatory), but on its attractiveness and current conditions. The study provides concrete recommendations for making a civil service for young people from different target groups more attractive and having a positive impact on social interactions.

The 2024 study by the Hertie Foundation builds upon the findings of the first study, adding important insights into how a civil service can strengthen social cohesion amidst the ongoing debate on conscription and civil service models in Germany. The study concludes that such a service is feasible and should extend beyond young people after school, with insights from European examples highlighting both opportunities and challenges.
